City Link (Cardiff) Limited, a wholly owned asset of VINCI Pension Fund and operated by VINCI UK Developments was awarded by the Welsh Government, a 25-year project to finance, construct and operate Lloyd George Avenue and Callaghan Square in Cardiff, to connect the Cardiff Bay area to the city centre. The project also comprises residential and commercial development.
The maintenance of the 4.5km Cardiff County Council adopted highway includes: all soft and hard landscaping; carriageways; drainage; street lighting; telematics and CCTV; road markings and signs and water features. The development incorporates 18 signalised junctions, 7 CCTV cameras, 286 aluminium street lighting columns, 500 mature trees, three large water features and various pieces of artwork.
VINCI UK Developments provided an integrated delivery model (development, construction, finance and operation) to arrange construction and operational service delivery through its sister companies VINCI Construction UK for construction and VINCI Facilities for operational service delivery. VINCI UK Developments also provided equity and subordinated debt funding and sourced the senior debt funding from Barclays.
